SELECTMEN’S MINUTES
June 17, 2003    
 

PRESENT: Chairman David Colbert, Selectman Richard DeBold, Selectman Spook Arey, and Administrative Assistant Lisa Stevens.


SUBJECT: Building Inspector  
Present: David Paveglio  
HIGHLIGHTS:  

Mr. Paveglio was asked to come in and discuss the building permit issued for Holmes at 246 Main Street.  Mr. Paveglio stated this one got by him, he did not realize the plans were for a two family.  Clarification on the Nolin memo was given.  No impact on moving the existing residence, but the lot on Dover Road would be subject to an impact fee in the future should it be used for a residential dwelling.  

SUBJECT: Highway Department
Present: David Kenneally, Road Agent  
HIGHLIGHTS:

The pot holes on Cross Road were taken care of.  To date, three 30 yard dumpsters of junk have been hauled away from the shed.  Mr. Kenneally will be making contact with the tree service to start tree removal on Hutchinson Road.  The board asked Mr. Kenneally to contact the utility company as to their status on relocating the necessary poles.  The board recommended Mr. Kenneally talk to the residents on Hutchinson Road regarding any concerns they might have about the project.  
Mr. Keneally would like to sell or trade the bulldozer for a piece of equipment that would be used more frequently.  The board authorized him to look into a price and or trade.  

SUBJECT: Historical Society
Present: Mrs. Ruth Hammen   
HIGHLIGHTS:  Mrs. Hammen asked the board to consider handicap parking signs for in front of the historical building.  Motion made by Chairman Colbert and seconded by Selectman Arey to designate 2 parking spaces on the pavement and hang one sign on the front of the building.  All were in favor.  The highway department has the stencil for marking the pavement.  Chairman Colbert will ask the highway department to coordinate with the historical society.  The squirrel is still causing damage in the building.  Selectman Arey is working on trying to trap him.  The third grade made a donation to the society and they have decided to purchase a picnic table and place it down at Thunder Bridge.  They will also be putting flower barrels on either end of the bridge.


SUBJECT: Occupancy Permit – 246 Main Street  
Present: Mr. & Mrs. Peter Holmes
HIGHLIGHTS:

The board granted Mr. & Mrs. Holmes an occupancy permit for a single family dwelling only and referred them to the Board of Adjustment for a variance to occupy the dwelling as a duplex. Motion Selectman Arey and seconded by Selectman DeBold to issue a single family occupancy permit.  All were in favor.  Motion Selectman Arey and seconded by Chairman Colbert to deny the occupancy permit for a duplex dwelling.  All were in favor.  Lisa will notify the building inspector of the board’s decision.   

SUBJECT: Mark Drew – Lovers Lane
HIGHLIGHTS: Mr. Drew asked for an appointment to meet with the board and discuss issues he was having regarding his work on Lovers Lane.  Mr. Drew did not show up for his appointment.

SUBJECT:  Fire Department
PRESENT:  Chief Prickett
HIGHLIGHTS:

The Chief brought in quotes for additional work such as lettering, lighting and additional safety  equipment for the used heavy rescue vehicle.  Motion Selectman Arey and seconded by Selectman DeBold to accept the quote from Wright’s Communications. In regards to the second estimate from Lakes for changing the cascade system and other hardware needs, the board wishes to go over each item hands on at the truck before making any decisions. The Chief will be out of town for the next several days and will not be attending the selectmen’s meeting but will try and make arrangements for another officer to have the truck available for Tuesday night.   
 
GENERAL BUSINESS/BOARD DISCUSSION:   

The board denied a Land Use Change Tax Penalty on Map 7, Lot 17-2.  Motion Selectman Arey and seconded by Chairman Colbert to deny the appeal.  All were in favor.  A building permit has been issued and a house site clearing has been excavated.  Should building not occur and the permit turned back to the building inspector, the board would be willing to reconsider their decision.  

The junkyard complaint was reviewed.  The board has directed the Police Department to move forward with having the vehicles towed from the premises.

It has come to the attention of the board that the Shaw Field on Main Street will be going up for sale.  The board asked Lisa to forward this information to the Conservation Commission.  The town may be interested in purchasing.  The board would like Avitar to go out and appraise the property.  

Being no further business, Chairman Colbert adjourned the meeting at 10:40pm.
